The Challenge
A federal agency charged with advancing national priorities related to military service and post-service life needed advisory, research, and strategy services for their Identity, Credential, and Access Management (ICAM) program. ICAM protects the agency’s systems by ensuring the right person has access to the right resource at the right time. As ICAM’s responsibilities expanded to cover veterans, employees, contractors, and partners across digital and physical environments, fragmented solutions, manual processes, and inconsistent experiences created operational risks and delayed access to critical services.

The Solution
RGP partnered with ICAM leadership to deliver a comprehensive, human-centered modernization strategy—aligning people, processes, and technology while strengthening governance. This approach accelerated the deployment of secure, scalable solutions that reduce manual identity processes, enhance reliability and security, and advance the agency’s vision for secure, user-friendly access to its digital services.

Our Impact
An enterprise-wide transformation merged four organizational entities into a unified service-delivery team and engaged over five cross-functional stakeholder groups. Targeted guidance, training, and user research accelerated partner onboarding and boosted adoption of NextGen ICAM tools. By identifying and addressing systemic risks, the initiative reduced audit exposure and strengthened long-term sustainability. With automation and scalability built into delivery pipelines, the client now benefits from more efficient operations, reduced compliance risk, and secure, future-ready identity solutions.
