Public sector organizations are facing mounting pressure to modernize service delivery – embracing AI, transforming legacy environments, strengthening data and cybersecurity, and navigating workforce change – while operating within highly complex regulatory and operational constraints. In her new role, Dr. Ghosh will address these challenges by bringing commercial-sector innovation into the public sector, connecting technology, operations, and human-centered strategy to solve problems holistically.

Dr. Ghosh was recently recognized as a Change Agent Winner at the 2026 Forum Disruptive Tech Summit and as an honoree in the 2025 Forum IT 100 Awards. Dr. Ghosh will build upon this award-winning work by helping organizations modernize and perform at their highest level across technology, healthcare, finance, operations, and service delivery.

“From defense to healthcare to social services, every corner of the public sector is grappling with the same fundamental questions about how to modernize institutions built for a different era to meet the demands of a rapidly changing world,” said Rottmann. “As a proven leader who has served inside government, held multiple Chief Medical Information Officer (CMIO) roles, and helped build public sector growth across different consulting environments, Roshni is uniquely positioned to translate commercial capabilities into mission-focused solutions and lead our expansion.”

Dr. Ghosh joined RGP in 2025 as Federal Chief Growth Officer, bringing two decades of experience across health IT, clinical informatics, public health, and government transformation. She holds an MD from Rutgers University School of Medicine and an MPH from Columbia University’s Mailman School of Public Health.

Dr. Ghosh has built and scaled federal health and public sector growth strategies across multiple consulting environments, translating commercial capabilities into mission-focused solutions for government clients. She previously served in several senior leadership roles at the Veterans Health Administration, including Executive Director for the Center for Care and Payment Innovation, where she advanced initiatives to improve access, quality, and operational performance for veterans, with efforts addressing homelessness. She has also held multiple Chief Medical Information Officer roles, bringing a rare combination of clinical, informatics, and growth leadership to RGP’s public sector expansion.

“The public sector has always been capable of extraordinary impact,” said Dr. Ghosh. “The opportunity now is to pair that mission with innovation, modern capabilities, and a more integrated approach to solving complex problems. I’m excited to advance RGP’s work at the intersection of technology, transformation, and human-centered strategy to improve outcomes for the people and communities these systems are meant to serve.”
